This may well be one of the numerous blue and white delft plaques Stickley owned (five of which appeared in the 1917 inventory), though it may also be a polychromed European ceramic. Unfortunately, the oblique angle of the plate in this photograph makes it impossible to determine much more than the subject, which appears to be a person.
